Google Chrome - What the heck is going on with tos

Read the article abd could'nt believe what I saw, after changing chrome Tos, a clarification was made by a senior product manager saying that -"we try to use the same set of legal terms .." and "...the legal terms for a specific product may include terms that don’t apply well to the use of that product..."
Come on guys, you can do better..
